The No-Judgment Zone: Changing Attitudes, Services and Support for Individuals with Mental Illness in the Criminal Justice System

ABOUT THE PROGRAM
In 2013, the Legislature passed Senate Bill 1185 which established a mental health jail diversion pilot program in Harris County. The purpose of the pilot was to develop strategies to address the increase in the number of individuals with mental illness who repeatedly cycle through the criminal justice system. The Harris County Jail Population Report reflects an average daily population of 8,922. Of those, over 1,500 individuals have a mental health history with more than 700 also having a history of homelessness. Texas has for years been 48th in state funding for mental health. One result is that the Harris County Jail has become the largest mental health facility in the state. This presentation will provide an overview of the Harris County Mental Health Jail Diversion Program along with the challenges and successes in providing services and supports for individuals with mental illness within the criminal justice system.
